Pennsylvania Sports Betting

Pennsylvania Sports betting is live and legal and regulated by the Pennsylvania Gaming Control Board (PGCB). Pennsylvania started accepting sports betting at land-based sports books in 2018 and online sportsbooks launched in 2019.

In order to wager on sports in Pennsylvania you must be 21 years old or greater and like other US legal states, must be physically located within the State when making your wager. Unlike many other States, PA allows for wagering on in-state collegiate sports programs. For example, you are able to be on the Penn State Nittany Lions football or Temple Owls Basketball games if you choose.

Similar to the land based casinos in Pennsylvania, PA online sports betting has some of the highest fee’s for operators and strong limitations on the number of operators or “skins” in the State. For that reason, there are much fewer online sportsbooks in Pennsylvania. Some of the larger operators have chosen not to enter Pennsylvania for those reasons. In some cases it has been noted that sometimes sportsbook odds in Pennsylvania can be less favorable compared to other States as operators have chosen to do what is necessary to protect their margins.

What Online Sportsbooks Are Legal In Pennsylvania?

Barstool Sportsbook

November 17th 2018, Penn National Gaming’s, Hollywood Casino was the first land based betting operation to go live in Pennsylvania.  Since that launch, in January 2020, Penn National Gaming acquired equitable ownership in Barstool Sports online media brand.  Pennsylvania was the first market Penn National launched the Barstool online sportsbook. The online sportsbook was launched on Friday September 18th as Pennsylvania’s 10th sports betting App.

BetMGM Sportsbook & Casino

Launched December 18th 2020 in Pennsylvania. Parent company ROAR digital is a partnership between MGM Resorts International and Entain PLC. both publicly traded entities. BetMGM Sportsbook customers benefit from the online bookmakers integration with the MGM M Life rewards program. BetMGM secured PA market access via Penn National Gaming’s Hollywood Casino in Morgantown, PA.

BetRivers Sportsbook & Casino

Rush Street Interactive brand BetRivers was the second brand launched in Pennsylvania.  They initially launched the Sugarhouse Online casino and sportsbook first.  As the brand has evolved over it’s first few years online, the Sugarhouse brand has been phased out of the Pennsylvania market for the BetRivers brand. BetRivers PA launched June 25th 2019 and secured PA market access through Rush Gaming Rivers Pittsburgh Casino license.

 

Caesars Sportsbook & Casino

Arguably the most famous brand in the gambling industry, Caesars Entertainment took their time to launch an online sportsbook in PA.  Caesars parent company was troubled for nearly a decade with bankruptcy’s and then acquisitions and finally has a clear path ahead.  The PA online Sportsbook launched March 12th 2020 after a 2 day test period.  The company is expected to soon rebrand their online betting platform to Caesars Sports as soon as their integration with the newly acquired William Hill Sportsbook software has been completed. 

Draftkings Sportsbook & Casino

Launched on November 4th 2019 in Pennsylvania as the 6th online sportsbook operator to go live in the market. The Sports gambling powerhouse secured PA market access through Penn National Gaming.

FanDuel Sportsbook & Casino

Flutter entertainments FanDuel Sportsbook launched in Pennsylvania July 22nd 2019. The brand secured market access through their partnership with land based Valley Forge casino.  FanDuel also operators the bricks and mortar sports betting operation at the Valley Forge Casino Resort. 

Fox Bet Sportsbook

Owned by Flutter Entertainment via a series of affiliates and aquisitions that have taken place over a few year period. The Fox Bet brand was established in NJ and PA within a couple days of each other.  Fox Bet was a rebrand from the previous Stars Group sports betting brand BetStars.  Fox Bet PA launched on September 4th 2019 via a market access partnership with Mt. Airy Casino Resort. 

Parx Sportsbook & Casino

Parx has historically been Pennsylvania’s number 1 land based casino in terms of revenue and consumer loyalty. Parx launched their online sportsbook on Monday June 24th merely hours apart from PlaySugarhouse Online Sportsbook.  The two brands became 1st and 2nd online sportsbooks to launch in Pennsylvania.  Parx, online sportsbook and casino is operated on a Kambi online sports betting software platform. 

TwinSpires Sportsbook & Casino 

Owned by the world famous Churchill Downs Horse betting brand, Twinspires brand has been popping up with rebranded online casino, sportsbook, and horse racing betting apps in numerous legal US gambling jurisdictions. Twinspires PA Sportsbook and online casino launched April 20th 2021 with PA market access via Presque Isle Downs & Casino. 

Unibet Sportsbook & Casino

International online casino mega operators Kindred group owned Unibet online sportsbook jumped in PA much earlier than other international operators. In fact most brands that have originated overseas and entered the US markets have scoffed at the high entry costs to PA online betting and have skipped the state altogether. Unibet online Sportsbook PA launched November 14thh 2019 with market access being provided by Mohegan Sun Pocono Casino Resort. 

Betfred Sportsbook & Casino

Betfred USA online sportsbook brand Betfred, another well known international brand entered the Pennsylvania online sports betting marketplace December 22nd 2020. The retail sportsbook launched in November 2020 at Windcreek casino resort in Bethlehem PA. Windcreek is formerly the Sand Casino Resort.

Are Offshore Sportsbooks Legal In PA?

No. Only online sportsbooks that are licensed and approved by the Pennsylvania Gaming Control Board are legal for online sports betting in Pennsylvania.  Is Sports betting Legal in Pennsylvania?

Pennsylvania regulators legalized Sports betting in Pennsylvania in 2018 shortly after the repeal of PASPA gave individual States the right to approve legal sports betting. Every casino licensee in Pennsylvania can apply for a gaming expansion license related to sports wagering. The PGCB allows for 1 land-based sportsbook operation and 1 online sportsbook operation per land based casino license. The same operator can partner in both land-based and online or it can be two completely different partners. There is no limitation on the number of online casino skins per land based license in PA as long as the online casino operator clearly notes the land based casino they are affiliated with on their website.

Are Online Casinos Legal In Pennsylvania?

Yes, on October 30th 2017 Governor Tom Wolf signed HB 271 into law which was a significant expansion of gambling in PA and included provisions to enable “interactive gaming”. While Sports betting was still federally prohibited, online casino gaming quickly rolled out across the state shortly after this bill took effect.

You must be 21 or older to bet on sports in Pennsylvania. There are no restrictions to betting on PA collegiate teams but there are restrictions for betting on HIghschool athletics.
