Illinois Sportsbetting Guide

Illinois Sports Betting

Sportsbetting, is live and legal in Illionis. SB 690 was proposed and passed June 28th 2019. The bill allows for casinos, race tracks, and sports venues to offer sports betting in-person and online. There was a unique caveat to the bill requiring “in-person registration” for mobile sports betting during the first 18 months. Only land-based casinos or “master license” holders are able to offer mobile sports betting for the first 18 months as well.  After the 18 month lockout, three online only licenses would be made available at a fee of $20MM per license.

Due to the initial in-person registation requirements, high fee’s, high taxes, and restrictive licenseing for legal online operators, the state has experienced a very limited number of operators entering the scene.

Some additional but common restrictions in Illinois include:

  • Only Sports betting markets will be approved. No non-sports or entertainment betting markets will be allowed
  • Personnel involved in sports leagues cannot bet on the sport they are associated with
  • No wagers are allowed on in-state collegiate programs

Rivers Casino Des Plaines took the first legal sports wager in Illinois on March 9th 2020 and on June 18th 2020 BetRivers was the first online sportsbook operator to go live in IL. Befittinglly so as Rush Street Gaming and Rush Street interactive, the parent companies of both properties, is Headquartered in Chicago, IL. With the onset of Covid-19 pandemic, IL governor JB Pritzker issued an executive order that allowed for mobile registrations which was ultimately rescinded in April of 2021
